I purchased a condo that was painted badly and has allot of dried paint drips on the walls?

I want to repaint it but How do I remove the dried paint drips? Sanding, scraping???I purchased a condo that was painted badly and has allot of dried paint drips on the walls?
Sand them down. Takes longer but you won't get any gouges. Then repaint.
